India Announces Change to Mandatory Testing Certification of Telecommunication Equipment

India's Telecommunication Engineering Centre (TEC) has made a significant announcement regarding the Mandatory Testing Certification of Telecommunication Equipment (MTCTE). In 2021, the TEC announced the launch of Phase III and Phase IV of the MTCTE, set to be implemented starting July 1, 2022. This news is of great importance to manufacturers, importers, and businesses involved in the telecommunications industry in India.

Manufacturers and Importers Must Undergo a Mandatory Testing Process

To meet the TEC’s requirements, manufacturers and importers must undergo mandatory testing processes at a TEC-approved laboratory, and must demonstrate compliance with TEC-defined essential requirements.

These requirements include:

  • Electromagnetic interference (EMI)
  • Electromagnetic compatibility (EMC)
  • Product safety
  • Technical requirements such as radio frequency (RF) testing
  • Security requirements may also be applicable, depending on the product

MTCTE Certificate Extended to a Ten-Year Period

The MTCTE certification and registration process is model-based, meaning that manufacturers and importers need to obtain certification only once for each model. These certificates were originally valid for a period of five years, but in July 2022, the TEC announced that the MTCTE certificate had been extended to a ten-year period, in order to reduce the compliance burden on industries and businesses. This means that manufacturers and importers will now need to renew their certification only every ten years, rather than every five.

New MTCTE Standards and the Future of the Telecommunications Industry

The TEC’s MTCTE program is designed to ensure that telecommunications equipment meets certain standards and requirements, in order to protect both consumers and the overall industry.
